Truckers Need More Areas to Park & Rest

With truck crashes and fatalities on the increase over the last few years, and with more trucks on the road, there are many problems which need to be addressed, including the lack of enough parking areas for truckers to stop and rest.

“The trucking industry is well aware of the parking problems. Kevin Burch, president of Jet Express in Dayton and 2nd Vice Chairman of the American Trucking Associations, said drivers often are caught in the middle between the push to keep the wheels rolling and the need to abide by the rules of the road.

‘We are in a perfect storm of regulation of drivers’ circadian rhythm, if you will,’ he said. ‘The rest is important, but you’ve got to have a place to park.’

With 80 percent of all goods delivered by semi-trucks, Burch said retailers want products delivered on time but do not want to allow truckers to park on site.

‘These truckers have to have rest, so where do they go?’ Burch said. ‘The truck stops are full. The rest stops are full. The shopping centers have no parking. It is a big problem that no one seems to care about.’”

Tug of War over truck/highway safety: Something’s wrong with this picture!

Two years ago a truck crash killed our two youngest daughters, AnnaLeah (17) and Mary (13).

One year ago, we garnered over 11,000 signatures on a petition asked Secretary Foxx to advance 3 measures to improve factors related to safety on our roads.

We have seen step-by-step progress toward our goals but get concerned when we see signs that a tug of war continues over this life & death battle.

  • In our AnnaLeah & Mary Stand Up For Truck Safety Petition, we asked for Electronic Logging Devices to be required as soon as possible due to our concern about the impact of Driving While Fatigued (DWF) on truck drivers’ ability to respond in emergency situations (e.g., in work zones or when traffic is backed up due to a crash ahead–as in our case) http://www.bloomberg.com/news/articles/2014-10-01/mom-takes-on-truckers-after-highway-wreck-kills-daughters
  • Yet, there is still opposition to this method of keeping track of the hours that drivers are behind the wheel (paper log books are a joke, not considered reliable, & never shown to us after our crash).

  • You’ve got to be kidding!
  • In our petition, we also asked for increases in minimum liability insurance for truckers–currently at $750,000 for over 35 years.
  • This, too, is being opposed. Read what that article said, “The House of Representatives has already passed its version of HR2577 for Transportation, Housing and Urban Development (THUD). That occurred on June 9. OOIDA and small-business truckers won a victory in that version because it contained language to prohibit the Federal Motor Carrier Safety Administration from pursuing an increase to insurance requirements for motor carriers.” – See more at: http://www.landlinemag.com/Story.aspx?StoryId=29323#.VZUr1_lViko
  • At least there is some hope for moving the insurance issue forward, “Specific to the insurance issue, the Senate version says FMCSA may continue pursuing an increase to insurance requirements, but only if the Department of Transportation secretary reports to the Appropriations Committee about the effects of raising the financial responsibility. And let’s not just point our finger at someone else to take the blame. Let’s figure out what we can do to end this senseless, tragic heartache happening on our roads. Let’s work together.

Safety Is Not A Priority

Don’t Be Caught Unaware: Find out what YOU can do to become a safer driver

April is Distracted Driving Awareness Month. I don’t know if we will ever know what kind of Distracted Driving was responsible for AnnaLeah’s and Mary’s deaths (no one investigated this thoroughly that we are aware of). But we do know that the truck driver–for whatever reason–did not notice the slowed traffic ahead in time and, and as a result, hit our car twice.

Was his driving impaired due to being distracted, drugged, drinking, or drowsy (Driving While Fatigued–DWF)? Whatever the reason, AnnaLeah’s and Mary’s lives were abruptly ended.

Hardly a day goes by without coming across some reminder of the special girls they were and the empty place that no one else can fill in our lives. Just this morning, I found a little piece of paper that had fallen off a clothes hanger. In the last couple years of her life, Mary had made tags for her hangers and meticulously organized her closet.  A simple reminder of our Mary, a poignant reminder of our loss.

Driver Fatigue Needs To Be Recognized As A Public Health Problem

I have tried to get the attention of the Department of Health and Human Services and requested them to address driver fatigue as a public health problem. So far, no one seems to be listening.

Here is a letter which I received from them yesterday in response to my letter to them (the Secretary of HHS) requesting that they address driver fatigue as a public health problem.

They determined that they are not the best agency to address my concern and indicated that they are sending my letter to the Department of Labor. That is because, I suppose, I mentioned in the letter that I think the Department of Labor ought to be involved as well. Why? Because how truck drivers get paid and scheduled for their work are also factors in truck driver fatigue.

In other words, I think that driver fatigue will not be fully eliminated until we work together to address this complex public health problem that impairs drivers in much the same way as drunk driving. That is why I have called for a federal task force to work in a more coordinated fashion toward better protection for travelers on our roads.

Canada, at least, seems to be getting the idea and passing relevant legislation to take driver fatigue more seriously:

“…Driving while fatigued is comparable to driving drunk, only there is not the same social stigma attached. Like alcohol, fatigue affects our ability to drive by slowing reaction time, decreasing awareness and impairing judgment. Driving while sleep impaired is a significant issue, and is no longer tolerated. Legislation {in Canada} is beginning to change by handling collisions cause by a fatigued driver as seriously as alcohol-impaired crashes.”

The Governors Highway Safety Association is supporting a Campaign to Eliminate Drunk Driving. I would like to see them do the same for driver fatigue. I realize that it is a more complex issue, but does that mean we should just ignore it and pretend it does not exist?
